As Bangladesh approaches its LDC graduation and pursues the ‘Smart Bangladesh 2041’ vision, the integration of Artificial Intelligence (AI) presents both unprecedented opportunities and systemic risks. This strategic policy framework proposes a comprehensive roadmap for the People’s Republic of Bangladesh for the period 2025–2030. Grounded in six major international governance standards—including the EU AI Act (2024), OECD AI Principles, and UNESCO Ethics Guidelines—this document addresses the unique socio-economic landscape of Bangladesh, characterized by a burgeoning digital economy and high corruption-risk indicators (CPI 24). The framework is structured around five core strategic pillars: Ethical AI & Human Rights: Establishing a National AI Ethics Board (NAEB) to enforce non-discrimination and privacy. Economic Industrialization: Driving AI adoption in Ready-Made Garments (RMG), Agriculture, and Financial Services. Education & Workforce Transformation: Creating a 4-tier AI skills pipeline targeting 10 million citizens and 250,000 practitioners. Public Sector e-Governance: Implementing AI-driven anti-corruption measures in public procurement and social protection targeting. Research & Innovation: Capitalizing a BDT 500 crore National AI Research Fund to foster a localized startup ecosystem. A central feature of this policy is the AI Risk Classification System, which categorizes AI applications based on their impact on fundamental rights, ensuring that high-risk systems in the judicial and social sectors undergo mandatory annual algorithmic audits. By 2030, this policy framework projects AI to contribute 4.8% to the national GDP while ensuring that technological advancement does not compromise transparency or democratic accountability. This paper serves as a vital resource for policymakers, researchers, and civic-tech architects working towards a sovereign and ethical AI future for Bangladesh.
